Description

The Gigabit State Program is a part of the $626 million Victoria’s Digital Future Now package announced in the November 2020 Budget, for which $550 million was allocated to Connecting Victoria (CV). The Minister for Innovation, Medical Research and Digital Economy is responsible for delivering the CV package and a whole of Victorian Government telecommunications policy.

The objective of the $250 million Gigabit State Program is to co-fund the construction of new or upgraded infrastructure to enable business access to high-speed broadband across outer suburban and regional Victoria. It will leverage funding from project partners bring forward digital infrastructure investments across Victoria.

The large scale of funding for digital infrastructure is expected to provide a stimulus to the telecommunications construction industry, thereby facilitating Victoria’s economic recovery out of Covid-19.

Where possible, the Gigabit State Program will also seek to leverage Government’s own telecommunications infrastructure to support the implementation of new broadband services across the state.
 

Government's investment into digital infrastructure is underpinned by the principles following:

  1. Support the economic recovery – preference for fast scale-up, mobilisation of workforce and completion of construction activity in early years of the program
  2. Victorian priorities – prioritisation of upgrade locations in outer suburban and regional areas based on economic and social needs and priorities criteria - such as population, business numbers, digital inclusion score and existing infrastructure - rather than driven mainly by Commonwealth funding criteria or commercial priorities of industry
  3. Multiple co-investment partners – retaining an emphasis on co-investment but embedding flexibility to engage with a range of potential investment partners (including the Commonwealth Government, telecommunications carriers and other infrastructure investors) through innovative market engagements designed to use the scale of Victoria’s funding commitment to best advantage
  4. Complementary role – focus on complementing, not displacing, the Commonwealth and the telecommunications sector’s primary responsibilities to deliver digital connectivity
  5. Leverage – leverage Victorian Government telecommunications procurement, infrastructure assets and regulatory role where such interventions provide a net advantage to the state
  6. Value for money – that the commercial outcome from negotiations represent good value for money and maximises outcomes for Victoria.

The policy principles outlined are designed to maximise the impact of the Government funding, enable implementation flexibility that supports a fast-tracked rollout, maintain co-funding objectives, and address Victoria’s investment priorities.

If suppliers have any questions, please raise those through the Buying For Victoria forum function. For any questions raised, the Department will issue responses to all suppliers, except in instances where questions relate to commercially sensitive information. Closing date for questions - Friday, 11th February 2022.

The briefing session will be conducted virtually using Video Conferencing technology on Tuesday 8th February 2022.  No more than 2 participants per Supplier can attend the briefing and this must be strictly adhered to. Suppliers are required to register for the briefing. Suppliers that wish to attend this briefing are requested to email [email protected]  by 12PM on Monday, 7th of February 2022, specifying the names and contact details of attendees.
