Description 

The Department of Justice and Community Safety (the department) has a duty of care to provide people in custody in Victoria with access to healthcare of a quality and standard equivalent to that provided in the community through the public health system. Through the provision of primary healthcare services the department aspires to achieving health outcomes for people in prison equivalent to that of the wider Victorian community.

The department is seeking to procure primary healthcare services for public prisons in Victoria, to commence from 1 July 2023.

People in prison in Victoria (sentenced and unsentenced) have access to the same range of health services as the broader community, including physical health, mental health, dental, allied health, and referrals to specialist health services. Access to quality health care for people in prison has important implications for the health of the wider community. With the constant interchange between prisons and the community, health problems and medical conditions experienced in custody can become issues requiring more costly specialist health care when people are released.  A person’s health and wellbeing also have implications for reoffending and the over-representation of Aboriginal people in prison.  By addressing health needs and ensuring culturally appropriate strategies for people in prison, their engagement in training, educations, intervention programs, and social opportunities may be improved, thereby contributing to reduced redivision and over-representation.

The department is seeking a suitably qualified and resourced provider to deliver primary healthcare services, including health assessments and planning, population health, Alcohol and Other Drug (AOD) healthcare and health programs, and primary care, as well as a focus on the department’s Priority Groups.

The State requires a sole service provider to be operational from 1 July 2023, for an initial five-year term. Only Offers for provision of all specified primary healthcare services and for servicing all locations will be considered.  Partnering and sub-contracting arrangements may be proposed and will be addressed by the Offerer in their Part D RFT response.

The successful Offerer will deliver primary healthcare services in compliance with the Specifications and all of its attachments, which includes the Healthcare Services Quality Framework for Victorian Prisons 2023 (provided as Attachment B to the Specifications).  The successful Offerer will be responsible for the implementation, management, administration, clinical supervision, and delivery of all primary healthcare requirements.
