Advertised Call for Funding Submission for the delivery of Local Adult and Older Adult Mental Health and Wellbeing Services - Tranche 1 in response to the Royal Commission's Findings in Victoria's Mental Health System which recommended the establishment of up to 60 Local Services across Victoria as an integral part of Victoria's reformed mental health system.
The new Local Services Stream will ensure adults and older adults experiencing a mental illness or psychological distress, including those with co-occuring substance abuse or addiction can access treatment, care and support in their community, and closed to their support networks.

The Local Service model will provide an integrated treatment, care and wellbeing support response for consumers experiencing a mental illness and co-occurring substance use or addiction. The needs of this consumer cohort will be fully integrated into all service components and the overall delivery model for a Local Service.

The new service stream will be progressively established by 2026, commencing with six locations in 2022.

This ACS is for the first tranche of six Local Services only for three Local services to commence from mid-2022 and three Local Services to commence from late 2022 across the following LGA's:

Rural Cities of Benalla and Wangaratta and Shire of Mansfield  From 1 July 2022
City of Frankston                                                                               From 1 July 2022
City of Latrobe                                                                                               From 1 July 2022
City of Brimbank                                                                               From 1 October 2022
City of Whittlesea                                                                               From 1 October 2022
City of Greater Geelong and Borough of Queenscliffe               From 1 October 2022

The ACS is open to non-government (not-for-profit) organisations, public hospitals, public health services and private (for-profit) providers.

Service Providers may be a single entity, or consortium partnership (including sub-contractors). The Department of Health (the department) will fund a Lead Service Provider to deliver the Local Service, including delivery arrangements involving consortium partnerships and/or sub-contractors.

The department is seeking suitably qualified and experienced Service Providers that can bring quality and innovation to the delivery of the functions and requirements specified in this ACS and is committed to working with the broader mental health and wellbeing system, local service providers and the community to optimise outcomes for consumers, their families, carers and supporters.

Place based consultations

Respondents to this Advertised Call for Submission are invited to attend place based consultations for each of the six Local Services as observers only.

Purpose​
Provide an opportunity for local community leaders and community stakeholders to identify local opportunities and issues for consideration in the establishment of the Local Service.

Place based consultations will be facilitated by Capire Consulting and take place via Zoom at the following times and dates.

• Greater Geelong and borough of Queenscliffe: 23 November 2021 3-5.30 pm
• Latrobe Valley: 24 November 2021 10am-12.30 pm

• Brimbank: 25 November 2021 10am-12.30 pm
• Whittlesea: 25 November 2021 3-5.30 pm

Service providers planning to tender for the first six Local Services are not able to participate in the place-based forums to maintain the integrity of the competitive process. You are welcome to attend the forums as an observer, but you must identify yourself and register via a separate registration form.
