Description 

The Department of Jobs, Precincts & Regions (DJPR) invite proposals for the supply and installation of a new reverse osmosis (RO) treatment plant (or similar) at the Horsham Plant Breeding Centre.

The primary purpose of the new treatment infrastructure is to reduce the salinity of the recycled water that is used for irrigation at the farm.  However, nutrient reduction (nitrogen and phosphorus) of the final recycled water is also required.

Background

Agriculture Victoria Research (AVR), a branch of the Victorian Department of Jobs, Precincts and Regions (DJPR) operate the Plant Breeding Centre (PBC) at Horsham.  The PBC is a major part of AVR’s Horsham SmartFarm, which is one of four SmartFarms across Victoria and is an initiative that sees AVR partner with industry, agribusiness, the education sector and communities to develop SmartFarms in key regional centres across Victoria to actively engage in multi-disciplinary research, innovation and demonstration.

The Horsham SmartFarm is focused on improving productivity and biosecurity outcomes for the grains industry through seed-to-landscape innovations and mitigating the impacts of climate change through the adaptation of cropping systems.

The SmartFarm develops, uses, and demonstrates innovative, cutting-edge digital technology to increase the productivity, profitability, and sustainability of grain growers. It incorporates research facilities at the Horsham Grains Innovation Park (GIP) plus a 500-hectare research farm (the PBC) that supports a range of research activities including pulse and cereal breeding, crop agronomy, soil sciences and nutrient management, crop protection and biosecurity.

The GIP is located at 110 Natimuk Road, Horsham, while the farm is located at 180 Horsham-Noradjuha Road, Vectis VIC, and occupies land either side (north and south) of the Wimmera Highway.  The location for this project is the research farm, with the new treatment infrastructure to be located adjacent to the existing recycled water storage lagoon on the north side of the highway.

Attachment 1 provides a set of plans for the farm, including the location for the new treatment infrastructure (location A on the attached plans). 

The RO plant is part of an irrigation upgrade of the Horsham SmartFarm, which also includes the:

  • Civil works for the construction of a 50 ML Permeate dam and 20 ML brine dam
  • An upgrade and expansion of the existing irrigation system including a new pumping station, pipe & riser system, permeate dam treated waterirrigation, drainage and evaporation pond with automated irrigation system monitoring,
  • And this RO plant

As such, supply and installation of the RO plant will need to be staged with these interconnected works.
