Rail Projects Victoria: 
Rail Projects Victoria (RPV) is a division of the Major Transport Infrastructure Authority (MTIA) responsible for the planning, development, procurement and delivery of rail projects throughout the State of Victoria, including the Melbourne Airport Rail (MAR), Metro Tunnel Project, Regional Rail Revival, Sunbury Line Upgrade, the Western Rail Plan and Geelong Fast Rail. Description:
RPV invites interested parties with the requisite experience, capability and capacity for delivery of the MAR Sunshine/Albion Package (SAP) works to submit a response to the attached pre-qualification document as part of the SAP procurement process. The SAP works will primarily comprise of works in and around Sunshine and Albion stations, extending to the southern end of the Albion-Jacana corridor to facilitate the MAR alignment from Albion Station north towards Melbourne Airport. SAP will be the first of a number of MAR work packages to go to market.  

Interested parties must be registered and meet the pre-qualification requirements to be eligible for participation in the Expression of Interest (EOI) phase of the procurement process, including: 

  • attending an EOI briefing; 
  • accessing the SAP Electronic Data Room (EDR - containing EOI Volume 1A: General Information & Response Requirements, Volume 1B: Returnable Schedules and additional information to support pre-qualified respondents’ understanding of the project and procurement process);
  • accessing the whole-of-MAR Electronic Data Library (EDL - used to distribute MAR project wide and package specific information to pre-qualified respondents for the MAR procurement process); and
  • lodging an EOI response. 

Interested parties who become pre-qualified respondents for the SAP procurement process will be eligible to access the EDL for the entire duration of the procurement process of the MAR project. RPV encourages respondents interested in any future MAR packages to pre-qualify for the SAP procurement process to gain access to the EDL from the commencement of the overall MAR procurement process. 

The full suite of EOI documents is intended to be released to pre-qualified respondents via the EDR in late April - mid May 2021. 

EOI Volume 1A will be publicly available on the Buying for Victoria website from the date of EOI release. Interested parties must be pre-qualified to access the full EOI information suite and to lodge an EOI response. 

Parties interested in becoming pre-qualified can download the pre-qualification document from this page and may now submit a response to the requirements. 

RPV encourages respondents to create an Industry Capability Network (ICN) Gateway company profile. An ICN profile allows respondents to access a database of potential suppliers and subcontractors pre-registered with ICN to be available for the SAP package and broader MAR project as they become available.

Interested parties are requested to familiarise themselves with the probity and confidentiality considerations and comply with the requirements set out in Schedule 6 of the pre-qualification document including executing the Probity and Process Deed.
