The Opportunity

The Victorian Registration and Qualifications Authority (VRQA) (the ‘Organisation’) is a statutory authority that regulates the education and training sector in Victoria under the legal framework of the Education and Training Reform Act 2006 (the ETR Act) and Education and Training Reform Regulations 2017.

The VRQA is responsible for registering and regulating Registered Training Organisations (RTOs) - organisations in Victoria who wish to offer nationally accredited vocational education and training (VET) to domestic students only and who limit delivery to Victoria and Western Australia other than by correspondence or online.  VRQA is also responsible for ensuring that RTOs meet the national Standards for RTO (Australian Quality Training Framework (AQTF) and the VRQA Guidelines) and other requirements for registration. From about 2023 it will also be required to assess RTO’s compliance with the Child Safe Standards.

The VRQA is also responsible for recognising Group Training Organisations (GTOs) in Victoria, after the organisation’s demonstrate compliance with the National Standards for GTOs. A GTO is a labour hire provider that employs apprentices and trainees and arranges suitable 'host' employer opportunities. GTOs must ensure their apprentices and trainees are provided suitable work and training by their host employer.

RTOs and GTOs (the ‘providers’) may be registered or recognised for up to 5 years.

The VRQA is seeking responses to this Invitation to Supply (ITS) in order to establish a Quality Audit Panel.

The successful organisations making submissions (the ‘suppliers’) must have the capacity and capability to manage and conduct quality audits (audits) of organisations applying for registration and RTOs seeking re-registration and extensions to their scope of registration and organisations seeking recognition to be a GTO.  Audits also occur from time-to-time to monitor RTO and GTO compliance and for other lawful purposes.

To discharge its regulatory responsibilities, the VRQA is seeking responses to this ITS (CW35409) in order to establish a Panel of Suppliers to conduct Quality Audits.

Quality Audits performed under this contract are expected to commence from about May-June 2021 for a period of up to two (2) years, with an option for an additional one (1) year at the sole discretion of the VRQA.
