The Community Safety Building Authority is seeking the services of an artwork consultant to prepare and/or source artwork for the new prison facility to meet the requirements of Corrections Victoria which will include a mix of contemporary art and aboriginal art.

Tender process: Request for Quote (RFQ) - minimum three quotes to be obtained (Limited Tender). Released via Buying for Victoria.

Expected pre-qualification levels or 'minimum' capability/capacity hurdles: Must be able to provide advice on a full range of artwork consultancy services, including: 

• extensive experience in the prepration and sourcing of artwork for a large-scale maximum security prison 
• experience in relation to provision of artwork for corresctional facilities
• suitably qualified, experienced and available personnel. 

Work may include:

• Develop with the project team and stakeholders an Art Brief that includes artwork, prints, posters and other appropriate media including indigenous works and installations. Supply a Visual Catalogue of recommended works for approval & Confirmation.
•  Must select the artwork, oversee the secure framing, supply, delivery and installation – the safe hanging, and/or fixing of the Artwork, prints and posters. Supply any construction or installation specifications that may be required for Sculpture and Artwork installations. And oversee the process.

• Soft landscaping cannot be considered as artwork but may be part of the setting for piece/pieces of artwork.
• Artworks must be items that are fixed in place and will not present a safety or security risk when installed within the secure perimeter. Items of sculpture, may be cast into the fabric of the buildings, be part of the hard landscaping or be a standalone installation.
• A significant sculpture (subject to approval by the State) is sought for the external area outside the Gatehouse
• The Art Consultant will recommend the main sculpture work for commission or options of existing works for consideration. They may also recommend sculptures or other Objects of Art as standalone pieces on the interiors of the facility.
• All Artwork used needs to be appropriate to the location.
• Establishing cost estimates/ budget
• Advice and detailing about secure fixing of artwork.
• oversight of supply, delivery, installation
• Advice about artwork circulation and replacement
• The Art Consultant is required to consult with all stakeholder representatives as part of their process for developing the Art Brief.
• They will be required to determine the size and location of all artwork and mark up these locations on the plans.

• The Art Consultant is required to recommend, source & select art works prints and posters ensuring they are suitably framed and securely fixed into position with security fixings in Prisoner Areas. 
• The Artwork - prints and posters are to be provided in all areas of the Gatehouse (including administration areas, Visits, Health Centre, Operational Management Centre, Operational Support Centre), Prisoner Dining Area, Staff Dining Area, Day Rooms, Accommodation Blocks, in general circulation corridors The Artwork - prints and posters should be suitable to the area.
•  Artwork- prints & Posters, included in the Multi-Faith Area should be supportive of and reflect the nature of these areas. The artwork must not offend any of the users of this Functional Area.
• The Art Consultant may recommend incorporating artwork as part of the hard landscaping.
