As a part of building the Education State, the Victorian Government has launched Disability Inclusion – a transformational reform package for students with disability in Victorian government schools. Disability Inclusion aims to make inclusive education part of everyday practice in all schools and classrooms and improve the achievement, participation and wellbeing outcomes for students with disability. Disability Inclusion includes:
• a new strengths-based Disability Inclusion Profile (the profile)
• a facilitator-led process to administer the profile
• a new tiered funding model for students with disability
Disability Inclusion also includes a range of supporting initiatives to build the capability of educational workforces to support students with disability and to support parents and guardians.
The reforms will move Victoria’s education approach away from a medical model of disability to a social model that focuses on a student’s strengths and functional needs.
This opportunity seeks a supplier to recruit and manage the facilitator workforce to undertake the state-wide administration of the Disability Inclusion Profile in schools for students with disability and additional needs. The facilitator workforce will provide independent expertise to deliver the process for each student and support a strengths-based discussion with schools and parents (and in some cases, students). Facilitators will be required to hold expertise in allied health and specialist education.
The role of the facilitator is a key to Disability Inclusion. They will act as change-agents, guiding and coordinating participants through the new strengths-based Profile that will support schools and families in identifying and responding to the needs of students with disability.

Suppliers are required to complete and send a Confidentiality Deed and Intent to Respond to: education.for.all@education.vic.gov.au by 2pm Melbourne Time, 23 December 2020 prior to being provided with a detailed Specification and attending the industry briefing.
Suppliers who have not provided the Confidentiality Deed and Intent to Respond to the Organisation by 23 December 2020, will not be permitted entrance to the briefing or provided with detailed Specifications and any Offer made by such a Supplier will be considered non-conforming and not evaluated further.

Notes: The supplier will need to provide, or have provided, a Confidentiality Deed and Intent to Respond (detailing their organisation’s expertise related to Part A.2 – Specifications) to attend the briefing. Refer to Part B.1 – Department of Education and Training Requirements, Point 2 - Confidentiality Deed and Intent to Respond for more detail.Confirmation of attendance, including who will be attending must be sent via email to education.for.all@education.vic.gov.auIndustry Briefing sessions will only be available to suppliers that have signed a Deed of Confidentiality, completed an Intent to Respond form and have been approved to participate in Stage 2 of the procurement process.
