Description 

Request for Tenders - Melton Pump Station and Parwan Pump Station

Congratulations to our three shortlisted tenderers

and thank you for accepting our invitation to participate in this closed tender process.

As you are aware, the proposed contract is to be a design and construct lump sum contract based on AS4300 (as amended) and will generally involve the design, supply, construction, commissioning and performance proving of the Melton pump station and the Parwan pump station.

The Melton PS will transfer recycled water from the Melton RWP storages to the head of the proposed Parwan-Balliang Irrigation District (PBID), and the Parwan PS will supply recycled water into the PBID system for irrigation by neighbouring customers.

All materials supplied and installed by the contract must be in accordance with Western Water's approved pipe products as set out in the MRWA web portal or approved by Western Water if product type is not covered by the MRWA portal. 

Please note that this RFT process is being opened earlier than planned, and prior to finalisation of functional design information, to enable tenderers to be provided with draft functional design documents for early consideration.  Currently available information is provided and will be updated intermittently until final release of all RFT documentation.

The Closing Time remains unchanged (18 December) and final RFT documentation will be provided at the end of October.

Questions during the RFT period (until end of the period for questions) are to be directed via the Buying for Victoria website.

The RFT documentation sets out a range of mandatory evaluation criteria and evaluation criteria that will be used to evaluate tenders and identify the tender offering the best value for money solution across all aspects of the specified works.  Tenderers are reminded to ensure that their tender addresses each of these criteria.

This project is supported by the Commonwealth Government and therefore includes the following federal requirements.

Building Code 2016

The Code for the Tendering and Performance of Building Work 2016 [Cth] (the Building Code) applies to the building work associated with this project.  By submitting a tender for this project, tenderers become a “code covered entity’ and are therefore subject to the requirements of the Building Code from submission of their tender for this project. 

Further information is provided in the RFT documentation, including the requirement for all tenderers to submit a Workplace Relations Management Plan with their tenders for approval by the Australian Building and Construction Commission (ABCC) in accordance with Part 6 of the Building Code.

OFSC Accreditation Scheme

It is also a requirement of this project that the builder(s) contracted by Western Water to undertake the building work must be accredited under the federal Work Health and Safety Accreditation Scheme, established under the Building and Construction Industry (Improving Productivity) Act 2016 [Cth], at the time of entering into the contract for the work and while the building work is being carried out.*  The builder(s) must comply with all conditions of Scheme accreditation.
 

* Paragraph 26(g) of the Building and Construction Industry (Improving Productivity) (Accreditation Scheme) Rules 2019 [Cth] outlines provisions applying to joint venture arrangements that include accredited and unaccredited builders.
