Description

Part 1. Flows in the Barwon River through Geelong and lower Moorabool River.

Analyse and quantify the current flow regimes in the Barwon through Geelong and lower Moorabool River. Compare current flow regimes to those likely to be experienced under a range of future climate change scenarios, with and without increased environmental flows deliberately released to both rivers. This analysis should consider a range of river health parameters including hydrology, water quality, aquatic habitat, physical form and riparian health.

Assess and quantify likely change to various river health parameters given various environmental flow scenarios within agreed climate change scenarios.

Part 2. Flow derived Social and economic values of the Barwon River through Geelong and lower Moorabool River.

Identify and quantify the social and economic values that are derived from river flow and how that changes under each scenario.

Part 3. Social and economic values of the Barwon River through Geelong and lower Moorabool River.

Identify and quantify the value the community place on the Barwon River through Geelong and lower Moorabool River.

Identify the proportion of this value that is dependent on a flowing river.

Key Questions

Some key questions the CCMA would want to be answered from this

study are;

  • What are the social and economic values of a flowing Barwon River through Geelong and lower Moorabool River?
  • What is the likelihood of the Barwon River through Geelong and lower Moorabool River not flowing under a climate change scenario and what would the social and economic impact be?
  • What is the relationship between flow and water quality (including blue-green algae)?
  • What are the main sources of nutrients and sediments impacting on the Barwon River through Geelong?
  • What water recovery would be necessary to alleviate the threat of ‘fail-to-flow’ on the social and economic values?
  • What might be the long-term social and economic outcomes of securing more water for the Barwon River and lower Moorabool River?
  • Is the Barwon River and lower Moorabool River valued differently at different times of year?
  • What are the potential threats of reduced flows in the Lower Barwon River and lower Moorabool River?
  • What value do the community place on the Barwon River through Geelong and lower Moorabool River?
