Court Services Victoria seeks responses from suitably qualified suppliers for the provision of a Evaluation of Magistrates’ Court of Victoria Family Violence Reforms

MCV is seeking a suitably qualified provider to conduct a comprehensive mixed-method evaluation of key MCV-led family violence reforms (the evaluation project).

The evaluation project outlined in this Invitation to Supply has four main objectives:

(i) To assess the extent to which the implementation of Tranche 1 Specialist Family Violence Courts (SFVCs) and related reforms are being implemented in line with
the MCV Family Violence Reform objectives

(ii) To assess the short and medium-term outcomes of the Tranche 1 SFVCs and related MCV-led family violence reforms (including consideration of the extent to which Courts are operating as part of an integrated system accountability and increased collaboration)

(iii) To assess the cost-effectiveness of the implemented SFVC model, considering the costs and relevant social benefits of the first tranche of SFVCs

(iv) To identify opportunities to improve the effectiveness, appropriateness and efficiency of the MCV-led family violence reforms within scope.

Court Services Victoria (CSV) is a body corporate established by the Court Services Victoria Act 2014 (Vic) to provide the administrative services and facilities necessary for Victoria’s courts and tribunals to operate independently of the direction of the executive branch of government. CSV is governed by a Courts Council consisting of Victoria’s six heads of jurisdiction; the Chief Justice, the Chief Judge, the Chief Magistrate, the President of the Children’s Court, the State Coroner, and the President of VCAT; and up to two other members.

The function of CSV is to provide, or arrange for the provision of, the administrative services and facilities necessary or desirable:

a)    To support the performance of the judicial, quasi-judicial and administrative functions of:

  • Supreme Court;
  • The County Court;
  • The Magistrate Court;
  • The Children’s Court;
  • The Coroners Court;
  • VCAT; and
  • The Victims of Crime Assistance Tribunal.

(b)  To enable the Judicial College of Victoria to perform its functions; and
(c)  To enable the Judicial Commission to perform its functions.
