This question relates to the Local Jobs First Policy compliance. I am not able to access/ view the tender on the ICN website/ portal. They have advised the last day is today so should still be availble to view and complete. Is it possible to please extend the date until next Friday 25th or at least COB today Friday 18th.

Please also noite that Tenderers are only required to confirm they will comply with LJF and the LIDP will only be required when the threshold of $1M for Regional and $3M for Metro is reached.

Are subconsultants to the SRLA Technical Advisory service provider (currently the AJM JV), who are currently engaged on SRLA work through this mechanism, restricted from this panel bid? i.e. is this considered a conflict of interest? How does this need to be managed / declared for the panel bid?
Tender Response - A Tenderer regardless of their current involvement with SRLA (e.g., engaged to provide services to SRLA, either on their own or as part of a consortium), can respond to this tender as a standalone organisation. Should the Tenderer successfully qualify for inclusion on the Panel, it must not become a member of any consortium which proposes to respond to any procurement process for any part of the SRL Project (including downstream opportunities), without SRLA’s written approval.
Engagement Phase - The Panel is not intended to be an exclusive arrangement. However, where a Panel member determines there may be a conflict of interest in relation to a proposed procurement for any part of the SRL Project, they will be required to immediately bring this to SRLA’s attention. SRLA will then assess the materiality of the conflict of interest and provide guidance as to the next steps. These steps may include, but are not limited to:
- a requirement for the Panel member to document how the conflict will be managed (e.g., by way of probity plan); or
- if the declared conflict of interest is not assessed to be manageable to the satisfaction of SRLA, the Panel member may be excluded from participation in the proposed procurement.
These assessments will be made on a case-by-case basis, considering all relevant facts and circumstances i.e., no “blanket” approvals will be given by SRLA for Tenderers to participate in procurement processes for any part of the SRL project subject to providing an appropriate probity plan.

Can you please confirm if tenderers are to submit one case study per subcategory, or are able to submit multiple case studies per subcategory? If only one, are tenderers able to include multiple relevant projects within the one case study.
Tenderers are required to submit one case study for each of the sub-category/ies selected. Tenderers may include multiple relevant projects within the case study.

If a Tenderer is not able to deliver all of the dot points within a sub-category:-
They are required to Strikethrough any dot points in the specification which does not apply.
Please refer to document P&D Service panel Part D2A - Schedule 1A - which reads -
- Col. 3: Strikethrough any dot points in the specification which does not apply".

The documentation states that suppliers can submit for either/all panels and either/all sub-categories. However, does not seem to mention elements within the sub-categories.
Q – Is a supplier able to quality for a sub-category if they are unable to provide services in ALL the areas within that sub-category? Or do they need to partner to comply with all services in that sub-category if they have gaps?
